Current legislation in the UK and planning policies require that the assessment of land contamination follows a phased approach, which identifies plausible source-pathway-receptor linkages, and determines whether the land is suitable for the development for which it is proposed, or can be made so by remediation.
Why do I need a Site Investigation Report?
The need to provide an adequate assessment of land contamination is outlined in Planning Policy Statement 23: Planning and Pollution Control (PPS23). - Desk Study (review of site history and developing a conceptual site model)
- Intrusive Investigation and Risk Assessments
- Remediation Options Appraisal and Implementation of Selected Strategy
- Verification of Remedial Works

Commonly, these phases will be pre commencement conditions of planning consent, which adds pressure on the developer to resolve any reports outstanding quickly and robustly, so as not to incur the costs associated with lengthy programme delays.
The Desk Study is the most important phase, and often is as far as the process needs to go.
